What is RivCo Talent?
The County of Riverside utilizes RivCo Talent as its performance management system. RivCo Talent helps the County of Riverside as an organization continually develop and improve our workforce by providing a comprehensive, integrated set of tools for measuring employee performance, tracking goals, and fostering continuous development.
RivCo Talent Performance is also fully integrated with our current Skillsoft Learning Library, which gives gives staff access to tens of thousands of resources that can help improve their performance, develop their skills and competencies, and further their careers.

Frequently Asked Performance Management Questions (FAQs)
How do I log in to RivCo Talent?
Navigate to https://corlearning.sumtotal.host to log in to the system. If you are on the County network, you will be signed into the system through Single Sign On (SSO).
When is my evaluation due?
Evaluation's are due on the employee's "Job-entry date" which is pulled from PeopleSoft. To see your own evaluation due date, click on the profile icon on the top right corner of the screen and select "Profile Details" and look under "Anniversary Date". If you are a manager/supervisor, you can identify your staff's next evaluation date by viewing their profile in RivCo Talent and looking under "Anniversary Date".
Evaluations in RivCo Talent will generate and be available to work on 60 days before this due date.
If your department utilizes RivCo Talent Performance, the DO NOT reference the older EPM system for evaluation due dates. The EPM and RivCo Talent systems use different logic when determining when to generate evaluations. RivCo Talent generates evaluations based on the employee's job-entry date, whereas the EPM simply looked at whether or not the employee had an evaluation in the past 365 days.
Who do I contact for support with the system?
If you require assistance with using the system and have any questions about RivCo Talent, contact the Performance Management Team at [email protected] for assistance.
If your information in RivCo Talent Performance is incorrect, contact your Departmental PeopleSoft administrator. All information (with the exception of some information in the Talent Profile/Resume section) is populated via a nightly data feed from the PeopleSoft system. Your Departmental PeopleSoft administrator will need to rectify any inaccurate information currently in PeopleSoft.
If you are having difficulties logging in, contact the IT Help Desk at 951-955-9900. The Performance Management Team does not have access to reset passwords or login information.
How can I access my staff's completed evaluations in RivCo Talent?
You can access your staff's completed evaluations by accessing their links.
- Start by clicking on "Org Chart" on the left side of your screen in RivCo Talent.
- Then locate the staff whose evaluation you would like to access and click on the three dots next to their name. A drop-down menu will appear with their links.
- Click on "Performance Assessments".
- Locate the assessment you would like to view and click "View". This will open the status page of the evaluation.
- Click on "View Form" to download a PDF version of the evaluation.
Are goals and development plans required in RivCo Talent?
No, goals and development plans are not required in RivCo Talent. These are optional features that are available to use at the manager/supervisors discretion, or at the discretion of the department. The only required component of RivCo Talent is the Performance Evaluation.
How are competencies auto-populated to jobs in the system?
Competencies are auto-populated in the system based on job level. Each classification in the County has been assigned to one of the following 6 job levels: Clerical/Trades/Labor, Technical/Paraprofessional, Professional, Management/Supervisor, Department Executive, and County Leadership. Each job level has approximately 4-5 different competencies assigned to it that will auto-populate in the evaluation an evaluation form.
