What's Happening

PRP Rollout Phases


 PRP Kickoff and Preview:During this phase, PRP Recommenders will receive an email announcing the PRP process has commenced.
11/6/23 - 11/17/23
PRP Award Recommendation Phase:

During this phase, PRP Recommenders will receive an email announcing that the PRP Award Recommendations
can be approved/finalized in the system.

11/20/23 - 12/15/23
Executive Office Final Approval Phase:During this phase, the Executive Office will have the opportunity to review the approved Worksheets and
request any adjustments (if needed), prior to the PRP awards being finalized.
12/18/23 - 12/29/23
PRP Award Effective Date:Between December 29, 2023, and January 12, 2024, Human Resources will
review and reconcile the award recommendations, generate the PRP Award Letters, and enter the increases.
1/11/24 - (Pay warrant dated 2/7/24)

    Is the Performance Evaluation required to recommend an employee for PRP?

    Per the Executive Office, the completion of the PRP Performance Evaluation will be required after this year (2023 PRP Cycle), but departments should complete the evaluations to accompany their PRP Award Recommendations starting this year. 

    Will I have to complete a regular performance evaluation and a PRP performance evaluation?

    No, PRP-eligible employee performance evaluation due dates are being set to align with the PRP performance evaluation window. Regardless of the employee’s normal anniversary date, all PRP-eligible employees will have a single performance evaluation triggered for the PRP review process each year, which will be due October 31st annually.  

    What classes are PRP eligible?

     Only select classifications are eligible for the PRP program. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have a significant influence on the achievement of organizational objectives. PRP eligibility can be identified on the County’s Class & Salary Listing located here (see the footnote in blue).

    When must the Performance Evaluation be completed for PRP Purposes?

    PRP Performance Evaluations were generated on September 1, 2023, with a due date of October 31, 2023. The timeline is intended to enable departments to be aware of the performance/evaluation rating prior to when they recommend PRP awards, which commences November 6, 2023.  

    I have an employee on my PRP Award Recommendation Worksheet that was just promoted out of my department. What do I do?

    The PRP Support Team will run a system update immediately prior to November 20, 2023. This will ensure that all data on the worksheets is up-to-date and reflecting appropriately for the PRP Approval Process (November 20, 2023 – December 15, 2023). After this system update occurs, any position changes that have been processed should be reflected on the worksheets. If you believe there is an issue after system update on November 20, 2023, please contact [email protected] and we can review your request and provide an update.

    Why isn't my new employee on this PRP list? Can I add them?

    Depending on the employee’s date of hire, they may not be eligible to be added to the PRP Award Recommendation Worksheet for this year. November 13, 2023, is the last day that changes can be accommodated for the PRP Award Recommendation Worksheet (e.g. new employees added, position changes processed, etc.). If you believe there is an error and your PRP-eligible employee should be added, please contact [email protected] and we can review your request and provide an update. 

    Can an employee still receive a PRP increase if they were on a Leave of Absence for a period of time during the performance evaluation year?

    PRP Awards are fully discretionary and based on performance during the rating period. 

    Why can't I add a PRP recommendation for my Employee?

     If you are receiving an error message when entering a merit award increase, it may be because the employee is already at the max of the salary range or beyond the posted salary range, and thus cannot be considered for a PRP Award.  

    I have employees that I am unable to enter a merit rate percentage for. What do I do?

    If you see an X next to one of your PRP-Eligible employees, it may be because they have not yet completed their PRP Award Recommendation Sheets and sent them to you. You can still enter a recommendation for them but can’t take action to submit your worksheet until you have approved the downline worksheet. 

    I entered an increase, but it doesn’t fully reflect in the employee’s new hourly/annual rate on the Worksheet.

    If the merit rate percentage entered for the employee is higher than what is available (e.g., employee is 1.5% from the maximum pay rate within the range but the department is granting a 2% increase), the employee will be provided the maximum pay rate of the salary range. An employee cannot be placed beyond the posted salary range. 

    Is the “Comment” column in the PRP Award Recommendation Worksheet required?

    Comments to support the recommendations are highly encouraged. Comments are limited to 255 characters for each employee entry. Per the Executive Office, the “Comment” column is required for any award recommendation of 6%.  

    I have approved my worksheet, but when my upline manager reviews their RollUp it shows that action is still needed on my end. How can resubmit my worksheet?"

    Once a recommender has approved their worksheets to their upline managers, the check mark will go away until the Executive Office finalizes all worksheets. If you navigate to your homepage on RivCo Talent and notice that you no longer have a Task associated with PRP, then you are finished. 

    How will I know what award recommendation amount was approved?

    Departments will be provided with PRP Award Letters which indicate the approved PRP Award for each employee. The letters will be provided to Department Heads by January 29, 2023, for release within their organizations. Letters will be available to departments prior to when PRP Awards are visible by employees on their PeopleSoft Employee Self-Service.

    When will the PRP increase be reflected on the Pay Warrant?

    PRP Increases will be reflected on the pay warrant dated February 7, 2024. 

    Why wouldn't a PRP increase be awarded?

    PRP increases are not automatic. They are awarded based on qualifying annual performance appraisals.
